Sub: Implementation of ‘One Station One Product’ Scheme over IR – Modifications in OSOP Policy.

To undertake a holistic review of implementation status of OSOP scheme along with targets for proliferation of OSOP outlets during 2023-24, a meeting of Sr DCMs of all Divisions was conducted in Board’s office on 21.04.2023 and 25.04.2023. The suggestions received from Sr DCMs regarding review of the policy have been examined in Board’s office and following modification / ddition in the extant OSOP policy has been approved by the Competent Authority:

5. Eligibility Criteria: The selection of participants in the OSOP may be done considering that the benefit of this scheme must reach the marginalised sections, i.e those individuals at the bottom of the pyramid. Priority shall be given to the following: Holder of Artisan / Weaver ID card issued by Development Commissioner Handicrafts, Development Commissioner Handloom, or by the requisite State / Central Government Authority. Individual artisans / weavers / craftsmcn enrolled / registered with Tribal Cooperative Marketing Development Federation of India Limited (TRIFED) / National Handloom Development Corporation (NHDC) / Khadi and Village Industries Commission (KVIC) etc. Self Help Groups registered with PMEGP (Prime Minister’s Employment Generation Programme). Marginalized or weaker sections of society, | 5. 4. Guidelines for identifying and approving OSOP Outlets: OSOP Outlets shall include fixed stalls / kiosks, mobile / portable stalls or trolleys. a) The number, location and type of OSOP Outlets at stations shall be approved by the DRM and included in the station blueprint, subject to maximum number of OSOP outlets not exceeding two per platform (if platform is long enough). b) Standardised OSOP outlets will be constructed by Zonal Railways as per designs provided by National Institute of Design, Ahmedabad and approved by Railway Board. c) While deciding the number and location of OSOP outlets, following factors may to be taken into consideration: i) Congestion on platforms and inconveniences to passengers should be avoided. ii) Safety of passengers, both on platforms and while boarding / deboarding should be ensured. iii) Promoting the overall objective of the scheme. | 4. 7 (a) registration fee and other charges: (As per CC No. 12 / 2022, CC No. 15 / 2022 & CC No. 18 / 2022) The objective of this scheme is not to earn revenue for Railways but to showcase and promote the indigenous products and provide opportunity to earn livelihood through skill development of the local artisans, weavers, craftsmen / craftswomen etc. The normal duration of allotment of OSOP Outlets will be for a period of 15 days with a nominal registration fee of Rs 1000 (inclusive of GST) on lump sum basis. For NSG-5 and NSG-6 stations, registration fee will be Rs 500 (inclusive of GST) for a 15 days period with the approval of DRMs subject to justification (low footfall, stall viability, etc). DRMs are delegated powers to decide allotment of an OSOP outlet up to a maximum period of 3 months depending upon the prevailing local conditions / requirements. In such cases, the registration fee shall increase proportionately. DRMs may permit OSOP outlet allocations for shorter durations especially during festivals / fairs etc. for a maximum duration of 7 days.
