RAILWAY PROJECTS FOR CHHATTISGARH

Will the Minister of RAILWAYS be pleased to state :
(a) The details of railway projects announced/proposed in the last three budgets for Chhattisgarh;
(b) Whether any time frame has been set to complete proposed railway projects, if so, the details thereof;
(c) Whether it is a fact that proposed railway project could not be completed in the set time frame, if so, the reasons behind the delay of these projects;
(d) The current status of these projects and by when these pending projects would be completed; and
(e) Whether any time limit has been set again by Government in this regard, if so, the details thereof

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF UNSTARRED QUESTION NO.781 BY SHRI RAM VICHAR NETAM ANSWERED IN RAJYA SABHA ON 03.12.2021 REGARDING RAILWAY PROJECTS FOR CHHATTISGARH
(a) The Railway projects are sanctioned Zonal Railway wise and not State wise, as projects may span across State boundaries. However, Boridand- Ambikapur doubling (119 km) project falling in the state of Chhattisgarh was included in Budget 2019-20 subject to requisite approvals. Detailed Project Report of the same has been prepared. One more project Chirmiri – Nagpur Halt new line (17 km) was included in Budget 2018 – 19 subject to requisite approvals and the same has been sanctioned during 2019 – 20.
(b) to (e) Chirmiri-Nagpur Road Halt (17 km) new line project was sanctioned in 2019 – 20 at a cost of Rs. 241 crore with 50 : 50 cost sharing with State Government of Chhattisgarh, but till date no firm commitment is given by State Government, therefore it is not possible to fix time frame for completion.
The timely completion of Railway project/s also depends on various factors like quick land acquisition by State Government, forest clearance by officials of forest department, deposition of cost share by concerned State Government / Agencies in cost sharing project/s, shifting of infringing utilities, statutory clearances from various authorities, geological and topographical conditions of area, law and order situation in the area of project site, number of working months in a year for particular project site due to climatic conditions etc. and all these factors affect the completion time of the project/ s.
Average annual Budget allocation for Infrastructure projects & safety works, falling fully/ partly in State of Chhattisgarh, during 2014 – 19 has been enhanced to Rs. 2,274 crore per year from Rs. 311 crore per year(during 2009 -14).Thus, the average budget allocation during 2014 -1 9 is 631% more as compared to average annual budget allocation during 2009-14 (Rs. 311 Cr/ Yr).
Budget allocation for Infrastructure projects & safety works falling fully/ partly in State of Chhattisgarh, in 2021 – 22 is Rs. 3,690 crore which is 1086 % more than the average annual budget allocation of 2009-14 (Rs. 311 Cr/ Yr).
During 2014 – 21, 637 Km (132 km of New line and 505 km of Doubling projects falling fully / partly in Chhattisgarh State) have been commissioned at an average rate 91 km per year, which is 1322% more than average annual commissioning during 2009-14 ( 6.4 Km/ Yr.)
