Railway projects in the State of Andhra Pradesh

Will the Minister of RAILWAYS be pleased to state :-
(a) Whether Government has released funds for the completion of railway projects that are undertaken and pending in the State of Andhra Pradesh;
(b) If so, details thereof;
(c) The details of the funds that have been released as State’s share in the ongoing railway projects in the State of Andhra Pradesh;
(d) Whether Government has come across an issue of inordinate delay in releasing of funds by the State of Andhra Pradesh pertaining to ongoing railway projects; and
(e) If so, details thereof?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF UNSTARRED QUESTION NO.756 BY SHRI KANAKAMEDALA RAVINDRA KUMAR ANSWERED IN RAJYA SABHA ON 03.12.2021 REGARDING RAILWAY PROJECTS IN THE STATE OF ANDHRA PRADESH
(a) and (b) Railway projects are sanctioned / executed Zonal Railway wise not State wise as Railway projects may span across various state boundaries, However, as on 01.04.2021, 33 Projects (16 New Line and 17 Doubling) costing Rs. 63,731 crore covering a length of 5,706 km falling fully / partly in the State of Andhra Pradesh are under different stages of planning / approval / execution, out of which 532 km length has been commissioned and an expenditure of Rs. 14,892 crore has been incurred upto March 2021.
Andhra Pradesh is covered by Southern Railway, South Central Railway, South Western Railway and East Coast Railway. Zonal Railway wise details of projects are made available in public domain on Indian Railways website i.e. www.indianrailways.gov.in > Ministry of Railways > Railway Board > About Indian Railways > Railway Board Directorates > Finance (Budget) > Pink Book (Year) > Railway wise works Machinery & Rolling Stock Programme.
(c) to (e) Average annual budget allocation for infrastructure projects and safety works, falling fully / partly in the State of Andhra Pradesh, during 2014-19 has increased to Rs. 2830 crore per year from Rs. 886 crore per year during 2009-14. Thus, an increase of 219% over the average annual budget allocation of 2009-14. Budget outlay for these projects has been increased to Rs. 3885 crore in 2019-20 (338% more than average annual budget outlay during 2009-14) and Rs. 4910 crore in 2020-21 (454% more than average annual budget outlay during 2009-14). For financial year 2021-22 highest ever budget outlay of Rs. 5812 crore has been provided for these projects, which is 556% more than average annual outlay during 2009-14.
Presently, Railway has taken up the following 06 projects on cost sharing basis with Government of Andhra Pradesh:

Government of Andhra Pradesh is not depositing their outstanding share in cost sharing projects. This is affecting the execution of these projects.
