Tatkal Timings 2016 

  • As per announcement made in the Railway Budget 2013-14, It has been decided to revise Tatkal Charges as given below.
  • The Tatkal Charges have been fixed as a percentage of fare at the rate of 10% of basic fare for second class and 30% of basic fare for all other classes subject to minimum and maximum as given in the table below.

  • The above charges will be levied uniformly both in peak period & non-peak periods.
  • Tatkal tickets will be issued for actual distance of travel, instead of end-to-end, subject to the distance restriction applicable to the train. The same Tatkal berth/seat may be booked in multiple legs till preparation of charts. At the time of preparation of charts, unutilized portion may be released to the General RAC/Waiting list passengers.
  • Tatkal facility is also available in Executive Class of Shatabadi Express trains also, by earmarking 10% of the accommodation available i.e. 5 seats per coach.
  • Tatkal booking opens at 10 AM for AC Classes and 11 AM for NON-AC Classes on One days in advance  actual date of journey excluding date of journey w.e.f. of 15.06.2015(commercial circular no:34 of 2015). e.g. for train leaving on 6th, Tatkal Booking will Commence at 10 AM for AC Classes on 5th and at 11 AM for NON-AC Classes on 5th.
  • No duplicate Tatkal tickets shall be issued. Duplicate Tatkal tickets shall be issued only in exceptional cases on payment of full fare including Tatkal charges.
  • At the time of Tatkal ticket booking no need to furnish identity proof, Only one passenger needs to produce any one of the following proof of identity in the original during the journey:-

1.Voter Photo identity card issued by Election Commision of India.

2.Passport

3.PAN Card issued by Income Tax Department.

4.Driving Licence issued by RTO.

5.Photo identity card having serial number issued by Central/State Government.

6.Student Identity Card with photograph issued by recognized School/College for their students.

7.Nationalized Bank Passbok with photograph.

8.Credit cards issued by banks with laminated photograph.

9.Unique Identification Card “Aadhaar”.

10.Photo identity cards having serial number issued by Public Sector Undertaking of State/Central Government, District Administration, Municipal bodies and Penchant Administration.

  • Agents / RTSAs/Web service agents/Web agents of IRCTC are restricted from the booking Tatkal tickets between 10.00 hours and 12.00 hours. This restriction shall be enforced through frequent inspection at the counters. The agents both web service agents and web agents shall also be restricted from booking Tatkal tickets on the internet between 10.00 hours and 1200 hours.
  • Even for internet booking for Tatkal tickets, the passenger shall enter the identity proof type and number, which is to be used for travel. These details shall be printed on the ERS/indicated on the VRM/MRM as well as in the reservation chart.
  • It will be possible to book a maximum of only four passengers per PNR forTatkal tickets.
  • The web services agents of IRCTC will be permitted to book only one Tatkal ticket per train per day on the internet.
  • The facility of change of name is not permitted on the bookings made under Tatkal scheme
  • TDRs are not being issued for waiting list tickets.
  • REFUNDS   – No refund will be granted on cancellation of confirmed Tatkal tickets/duplicate tatkal ticket except in case of circumstances mentioned in para 2 of instructions contained in Commercial Circular no. 53 of 2006 issued vide letter no. 2006/TGII/ 20/P/Tatkal, dated 30.06.2006. However, full refund of fare and tatkal charges will be granted on the tickets booked under Tatkal scheme in the following circumstances :-
    • If the train is delayed by more than 3 hours at the journey originating point of the passenger & not the boarding point if the passenger’s journey originating point and boarding point are different.
    • If the train is to run on a diverted route and passenger is not willing to travel.
    • If the train is to run on diverted route and boarding station or the destination or both the stations are not on the diverted route.
    • In case of non attachment of coach in which Tatkal accommodation has been earmarked and the passenger has not been provided  accommodation in the same class.
    • If the party has been accommodated in lower class and does not want to travel. In case the party travels in lower class, the passenger will be given refund of difference of fare and also the difference of Tatkal charges, if any.

TATKAL SPECIAL TRAIN BETWEEN YESVANTPUR–BELAGAVI

South Western Railway has decided to run Train No. 06581/06582 Yesvantpur – Belagavi – Yesvantpur Tatkal Special train to clear extra rush of passengers during Ganesh Festival.

Train No. 06581 Yesvantpur – Belagavi Tatkal Special train departs Yesvantpur at 20:45 hrs ON 12th September, 2018, (Wednesday) and reaches Belagavi at 08:10 hrs on next day (Thursday). Enroute, the train arrives/departs Tumakuru at 21:43/21:45 hrs, Arsikere at 23:15/23:20 hrs, ON Thursdayarrives/departs Birur at 00:12/00:14 hrs, Davangere at 02:33/02:35 hrs., Harihar at 02:58/03:00 hrs, Ranibennur at 03:23/03:24 hrs, Haveri at 04:05/04:07 hrs, Hubballi at 05:00/05:10 hrs, Dharwad at 05:47/05:49 hrs, Londa at 07:05/07:08 hrs.

Train No. 06582 Belagavi – Yesvantpur Tatkal Special departs Belagavi at 17:20 hrs ON 16th September, 2018, (Sunday) and reaches Yesvantpur at 05:00 hrs on next day (Monday). Enroute, the train arrives/departs Londa at 18:15/18:16 hrs Dharwad at 19:30/19:32 hrs, Hubballi at 20:10/20:25 hrs, Haveri at 21:33/21:35 hrs, Ranibennur at 21:57/21:58 hrs, Harihar at 22:33/22:35 hrs, Davangere at 22:51/22:53 hrs., ON Monday arrives/departs Birur at 00:38/00.40 hrs, Arsikere at 01:30/01:35 hrs, Tumakuru at 03:48/03:50 hrs.

The Train Composition will have 20 coaches comprising of TWO AC 3-tier Coaches, SIXTEEN Second Class Sleeper Coaches and Two Luggage cum Break-van.

Sub: Reduction in the tatkal quota in Rajdhani/Duronto/Shatabdi trains

REF: 1. Commercial Circular no. 68 of 2016 dated 08.12.2016

3. Commercial Circular no, 82 of 2017 dated 19.12.2017.

In continuation of para 2 of commercial circulars mentioned above regarding reduction in the tatkal quota in Rajdhani, Duronto arid Shatabdi trains, it has been decided to delegate the powers to principal Chief Commercial Managers of Zonal Railways to decide the percentage of Tatkal quota in Flexi Fare trains i.e in Rajdhani, Shatabdi and Duronto trains based on the utilization of Tatkal quota. This quota shall be not less than 5% and not more than 30% of the total class wise accommodation.

2. Fortnightly review of utilisation of tatkal quota may be undertaken by PCCMs of Zonal Railways and based on its utilisation, tatkal quota may be increased upto a maximum of 30% of total class wise accommodation in these trains.

3. Within the Advance reservation (ARP) period, the berth shifted from tatkal quota to normal quota; if any shall be redistributed on pro-rata basis within the remaining vacant flexi fare slabs.

4. The above changes shall be implemented with effect from 01.06.2018. Zonal Railway may send a report on the working of this scheme to Board for information.

5. CRIS is requested to make necessary changes in the software for the implementation of the above.

6. This issues with the concurrence of Finance (Commercial) Directorate of Ministry of Railways.

(a) the details of different avenues available for a passenger to avail refund facilities on cancellation of tickets falling under different categories;

(b) the details of refund mechanism and policy of the railways in case of failure on account of online glitches and offline unavailability of the cancellation services;

(c) whether there is any scope for flexibility for the convenience of the passengers in case there is unavailability of services on the part of railways; and

(d) if so, the details thereof?

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (d) OF UNSTARRED QUESTION NO.6031 BY SHRI SUSHIL KUMAR SINGH TO BE ANSWERED IN LOK SABHA ON 04.04.2018 REGARDING REFUND FACILITIES ON CANCELLATION OF TICKETS

(a): The details of different avenues available for a passenger to get refund of fare on cancellation of tickets as per Railway Passengers (Cancellation of Tickets and Refund of Fares) Rules, 2015 are as under:-

(i). Passenger Reservation System (PRS) counter tickets/Unreserved Ticketing System (UTS) tickets on surrendering of original ticket are cancelled and amount due is refunded across the reservation/booking counters, within the prescribed time limit.

(ii). E-ticket is cancelled/ Ticket Deposit Receipt (TDR) filed online on the Indian Railway Catering and Tourism Corporation (IRCTC) website within the prescribed time limit. The refund amount is credited to the account from where the payment for the booking of ticket has been made.

(iii). In exceptional circumstances as per Refund Rule, TDR can be filed for getting refund beyond prescribed time limit.

(iv). PRS counter tickets can also be cancelled through IRCTC website (www.irctc.co.in) or through 139 and refund amount can be collected across the reservation/booking counters on surrendering of original tickets within the prescribed time limit.

(v). Station masters of nominated stations have powers to allow cancellation of tickets and grant refund of fare in exceptional circumstances.

(b): As per Railway Passengers (Cancellation of Tickets and Refund of Fares) Rules, 2015, the e-tickets booked through IRCTC website are cancelled/TDR filed through the IRCTC website only within the prescribed time limit. In exceptional circumstances, passenger may approach to IRCTC or Office of Chief Commercial Managers(Refund) of concerned zonal Railways for grant of refund. In case payment is deducted and the Passenger Name Record (PNR)/ticket is not issued due to technical reasons, the refund is processed by IRCTC automatically on the following day of the transaction made by user after confirmation through the file of transaction from bank and PNR generation from PRS.

(c) & (d): All cancellation and refund of fare is governed by Notification dated 4th Nov., 2015 as Railway Passengers (Cancellation of Tickets and Refund of Fares) Rules, 2015. In exceptional circumstances there is already provision for refund of fare by Chief Commercial Managers (Refund) of concerned zonal Railways. Also, Station Managers of nominated stations of zonal Railways have been authorized to grant refund of fare on counter tickets in exceptional circumstances.

Further to the provision indicated in reply at (a) above, to facilitate the passengers PRS counter tickets are also cancelled at relatively smaller stations wherever PRS booking facility is available throughout the day and refund is granted beyond the working hours of PRS counters/current counters.

Also to facilitate e-tickets passengers in case of cancellation of trains, automatic cancellation is done and refund amount due is credited in the account from which the booking transaction took place. Cancellation or Filing of online TDR is not required in such cases.

Booking to Tatkal Tickets & Measures to Avoid Misuse of Tatkal Scheme

On Indian Railways, reserved accommodation including Tatkal accommodation can be booked through computerised Passenger Reservation System (PRS) on first come first served basis. During peak rush periods/days when demand outstrips the availability, reserved accommodation especially in higher classes and on popular routes gets exhausted within short duration of opening of reservation.

However, during lean periods, on non-popular and lower classes, the accommodation remains available for longer duration. The phenomenon is more relevant for Tatkal where limited accommodation is earmarked. This happens as the available limited accommodation is accessed simultaneously through more than 10,300 counters at 3465 computerised Passenger Reservation Centers as well as through internet.

To avoid misuse of Tatkal Scheme, there are some inbuilt features in Tatkal scheme which includes provision of not granting refund on cancellation of confirmed Tatkal tickets except in case of certain special circumstances indicated in the scheme, not allowing any modification of Tatkal ticket, etc. Some additional steps have also been taken to facilitate the passengers and to avoid the misuse, some of which are:-

• Staggering of the timings of reservation under Tatkal scheme.

• Captcha implementation in Registration, Login and Booking page to check fraudulent booking through automation software.

• Imposition of minimum time limit before proceeding for payment gateway as well as after making payment while booking tickets through internet.

• Making OTP(one time password) compulsory for all net Banking Payment options.

• Disabling authorised agents to book Tatkal tickets during first half an hour of opening of reservation.

To keep a check on the activities of touts, preventive as well as regular checks are conducted jointly/individually by Vigilance, Security and Commercial Departments, and the action against the culprits is taken as per provisions of Section 143 of Railways Act, 1989.
